Types of Membership
Library has members of three categories i.e. permanent member, temporary member and reference members. All permanent employees of SNBNCBS belong to permanent category and all temporary employees, research scholars, students of SNBNCBS belong to the temporary category. Reference membership is given to them who are willing to use the library for a certain period of time. However, Reference card holders are not entitled to borrow documents from SNBNCBS library.
Membership Procedure
Filled in application in prescribed form along with recommendation of the head of the respective unit shall be submitted to the Librarian. Membership is granted on the express understanding that they legally bind themselves to return all documents (which are the property of the Govt. of India) on their own and obtain a No-due Certificate at the time of termination of their membership.
Membership cards shall be issued to the applicants those should be produced at every transaction
N.B.:
Visitors such as professionals, bona fide research scholars, bona fide students, etc., may be allowed during the prescribed days and time (Monday to Friday - 9:30 am to 7:30 pm). Those who wish to use the library for a single day may do so after filling up the visitors' register kept at entrance of the Library. Others may seek prior permission for Reference Membership by submitting filled-up prescribed forms duly recommended by the Head of the Organisation to which the applicants are attached.
Document Issue
Enrolled members shall be entitled to borrow six books and two bound journals at a time. Books are issued for a period of 30 days and bound journals for 10 days. A late fee of Rs.1.00 per day will be charged for books/documents not returned within the due date.
A book issued may be renewed up to 2 times provided there is no pending reservation against it. Bound journals, however, will not be reissued.
A document may be recalled before the due date if urgently required without assigning any reason. On such recall, borrowers should be able to return such documents to the Library within three days.

Once the issue date exceeds 4 months and the document is not returned, it shall be treated as lost and action shall be initiated to recover the cost of the document as per the prevailing rules (vide Rule VI). No document shall be accepted once the recovery is made
Members proceeding on long leave or deputation etc exceeding three months should return the documents that are borrowed, before leaving
Library documents Marked ‘Text books’, ‘Reference’, ‘Damaged’, and loose journals shall not be issued out of the Library and are to be consulted within the library premises. Such books shall be distinguished by a red circular label on the spine.
Newly arrived documents shall be displayed. Documents on display shall not be issued. However, advance booking for such books are entertained.
The lost/damaged document shall be replaced by the borrower with its latest edition else an equivalent amount be paid to the Library. Else double the original price at the prevailing exchange rate shall be paid.
General Rules
Readers and visitors shall leave all their belongings at the property counter before entering the Library. It shall include personal books and other library documents. However, writing materials like notebooks and papers are exempted. No valuables including cash should be left in the property counter.
The users may remove any document from the stack but such documents should be left on the reading table and not to be replaced after consultation.
No documents issued should be brought to the Library unless for returning.
Silence and strict discipline should be maintained in the Library by all, users and the Library staff. Every one shall ensure that no reader is disturbed in his study by any act of his/her. Smoking is totally prohibited. Outmost care shall be taken by all to keep the Library clean always.
The Library Rules & Regulations shall be modified from time to time without notice and shall be binding on all concerned.
